fa مدیریت و حمایت از نخبگان حوزه سلامت: فرصت‌ها،چالش‌ها و راهکارها Management And Support of Health Elites: Opportunities, Challenges and Solutions سیاست گذاری و مدیریت Policy and Management مروری Review اهمیت موضوع نخبگان در ابعاد مختلف سیاسی، فرهنگی، اقتصادی، اجتماعی و جامعه‌شناسی قابل بررسی می‌باشد. پدیده مهاجرت نخبگان (فرار مغزها) یکی از بااهمیت‌ترین مسائل و مشکلات کشورهای درحال ‌توسعه می‌باشد که ایران نیز از این قائده مستثنی نیست. هدف از این مطالعه، بررسی راهکارها و یافتن سیاست‌های مناسب برای بهبود شرایط و مقابله با چالش‌های حیطه نخبگان می‌باشد. علی‌رغم تصمیمات گرفته شده و اقدامات انجام شده در این خصوص هنوز در نخبه‌پروری با چالش‌های زیادی روبه‌رو هستیم. بهتر است موسساتی تشکیل شوند تا استعدادهای برتر و نخبگان کشور از سنین پایین شناسایی شوند. می‌توان با سیاست‌گذاری مناسب و تکریم نخبگان درون کشور، از مهاجرت بدون بازگشت آنها جلوگیری نمود و هم‌چنین برای کاهش ضرر به اقتصاد کشور، از ظرفیت نخبگانی که مهاجرت کرده‌اند استفاده کرد. میزان مهاجرت نخبگان با شاخص تولید ناخالص داخلی (GDP) ارتباط معکوس دارند؛ و به ‌ازای هر 1 درصد افزایش مهاجرت نخبگان، GDP به مقدار5/7 درصد کاهش می‌یابد. لذا همکاری و مشارکت بخش‌های مختلف دولتی و خصوصی با جامعه نخبگان تقویت شود و راهکارهایی برای تسهیل مشارکت آن‌ها با هدف توسعه کشور ارائه گردد. همچنین با الگوبرداری از مدل‌های مدیریتی کشورهای دیگر در مدیریت و حمایت نخبگان، می‌توان به رشد و شکوفایی کشور کمک نمود. حفظ، بازگشت و چرخش نخبگان نیاز به برنامه‌های مدون و سیاست‌های کلان دارد. با توجه به اینکه، نخبگان حوزۀ سلامت سردمداران سلامت جامعه هستند، نیازمند توجه ویژهای است که در این مطالعه به برخی از مهم‌ترین موارد اشاره خواهد شد. The issue of elites can be investigated in different political, cultural, economic, social, and sociological dimensions. In this context, the phenomenon of elite migration (brain drain) is one of the most important issues and problems of developing countries, especially Iran. The purpose of this study was to investigate solutions and find appropriate policies to improve conditions and deal with the challenges of the elites. Despite the decisions made and the work done regarding the elites, we are facing many challenges in the elitism. It is better to suggest institutions to identify the best talents and elites of the country from a younger age. With respect to the migration of the elites, it is imperative to prevent the exodus of the elites without their eventual return by implementing appropriate policies and acknowledging the contributions of the elites within the country. Additionally, we must harness the expertise of the migrated elites to mitigate the negative impact of migration on the economy. The portion of elite immigration has an inverse relationship with the gross domestic product (GDP) index, and for every 1 percent increase in elite immigration, GDP will decrease by 5.7 percent.
