fa سیاست‌های افشای کاربرد هوش مصنوعی در نشر علمی: چالش ها و راهکارهای سیاستی AI Disclosure Policies in Scholarly Publishing: Challenges and Policy Options هوش مصنوعی Artificial Intelligence خلاصه سیاستی Policy Brief سیاست‌های افشای کاربرد هوش مصنوعی مولد در نشر علمی، با وجود تأکید بر شفافیت و پاسخ‌گویی، از نظر تعریف کاربردهای مجاز، محل درج بیانیه افشا در متن مقاله و قالب گزارش‌دهی ناهمگون‌اند. در بررسی ۱۰۰ مجله پزشکی برتر، ۷۸ درصد مجلات ارائه بیانیه افشا الزامی بود، اما فقط ۱۶ درصد موارد قالب مشخصی برای ارائه داشتند. همچنین مجلات از نظر نیاز یا عدم نیاز به افشا در مورد ویرایش زبانی، تولید متن، تولید شکل یا جدول و تحلیل داده متفاوت بودند. این ابهام، بار اجرایی نویسندگان را افزایش می‌دهد و می‌تواند افشای صادقانه را تضعیف کند. این خلاصه سیاستی بر پایه مرور هدفمند شواهد علمی و راهنماهای معتبر نشر علمی ارائه شده و راهکارها و گزینه‌های سیاستی پیشنهادی به این شرح، نخست، ایجاد استاندارد حداقلی ملی و بین‌مجله‌ای با تاکید بر نویسندگی انسانی، مسئولیت کامل نویسندگان، افشای کاربرد هوش مصنوعی تاثیرگذار بر اعتبار پژوهش و حفاظت از محرمانگی، دوم، جایگزینی بیانیه کلی افشا با یک متن افشای ساختاریافته و درجه‌بندی ‌شده بر اساس سطح خطر (فرم کوتاه برای کاربردهای کم‌خطر و فرم تفصیلی برای کاربردهای مؤثر بر روش، داده، تحلیل، تفسیر یا داوری)، سوم، اعمال حکمرانی دو سطحی در سیاست های افشا شامل اصول مشترک بین‌مجله‌ای و رویه‌های اختصاصی رشته‌ای، چهارم، اجرای تدریجی، آموزش و حمایت از افشای صادقانه و پنجم، پاسخ‌گویی کلیه عوامل زنجیره نشر شامل نویسندگان، داوران، سردبیران و ناشران در مورد کاربرد هوش مصنوعی، انجام پذیرفت. تطبیق این راهکارها با مقررات حفاظت از داده و آیین‌نامه‌های اخلاق در پژوهش، پشتیبانی از پژوهشگران فارسی ‌زبان با توجه به سوگیری آشکارسازهای هوش مصنوعی نسبت به زبان‌های غیر انگلیسی و اجرای آزمایشی راهکارها در چند مجله علوم پزشکی و غیرپزشکی ایران توصیه می‌شود. همچنین تعیین شاخص های بهبود سیاست‌های افشای هوش مصنوعی با رویکرد ارتقای کیفیت و نه به منظور رتبه‌بندی تنبیهی مجلات یا نویسندگان پیشنهاد می‌گردد.   Disclosure policies for the use of generative AI in scientific publishing, despite their emphasis on transparency and accountability, are heterogeneous in terms of what uses are permissible, where disclosure statements should be included in the manuscript, and how such disclosures should be reported. In a survey of the top 100 medical journals, 78% of journals required disclosure, but only 16% provided a specific format for disclosure; there was also a clear distinction between language editing, text generation, figure or table generation, and data analysis. This ambiguity increases the administrative burden on authors and can undermine meaningful disclosure. This policy brief is based on a targeted review of the scientific evidence and normative documents, from which the following policy options are proposed: credible evidence and guidelines emphasize human authorship, full author responsibility, disclosure of AI use in research, and protection of confidentiality. A proposed approach is to replace general disclosure requirements with structured, risk-graded documentation based on two-tier governance: common inter-journal principles and discipline-specific procedures. However, empirical evidence on the actual extent of AI use and the impact of disclosure policies on author behavior remains limited. Policy implementation should be gradual, with a short form for low-risk applications and a detailed form for applications that affect methods, data, analysis, interpretation, or decision-making. Training, protection of patient and manuscript data, support for Persian-speaking researchers, and human review are essential. AI detectors should not be the sole basis for article rejection or allegations of misconduct, as bias against authors who are not native English speakers has been reported. Accountability for AI use should not be limited to authors; reviewers, editors, and publishers should also be included in the framework of transparency and accountability throughout the publication chain.
